The program is open to universities and other institutions in the USA in collaboration with partner institutions in the developing countries and internationally. 

A proposal from a consortium of organizations must be submitted as a single proposal, with one U.S. organization serving as the lead. The estimated total funding is US$160 thousand for four grants.
