The Regional Office for RLC is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities.
RLC also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RLC develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).
The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

The Disaster Risk Management Officer will be under the overall supervision of the Officer responsible for increasing the resilience of livelihoods to threats and crises in Latin America and the Caribbean, and the functional guidance of TCE, in consultation with the relevant technical divisions at FAO headquarters and SO5 RLC Team.

Reporting Lines

Key Results
The incumbent will be responsible for providing technical and operational support in the development, expansion and implementation of FAO’s emergency food security, disaster risk management and agricultural relief and rehabilitation programmes in the Region.
Key Functions
- Support and develop FAO resilience interventions and risk reduction management cooperation in Latin America and the Caribbean working directly with FAO Representations and/or technical officers;
- In collaboration with FAO Regional Representative for LAC, promote FAO’s resilience role and programme with government partners, UN agencies, NGOs and resources partners by raising awareness on FAO comparative advantages; facilitating partnerships and synergies; ensuring close collaboration and coordination; and mobilizing funds;
- Develop and implement operational strategies and analysis of disaster risks on the state of agriculture and food security in LAC;
- Identify policy implications and monitor relevant policy environment issues for the implementation of FAO’s agricultural resilience strategy;
- Assist and/or participate in setting up emergency assessment or response teams (in cooperation with other humanitarian actors, when applicable);
- Formulate and implement strategies for meeting emergency assistance and risk reduction management needs, in consultation with national experts, resources partners, UN agencies and other organizations;
- Prepare project profiles, full-fledged project documents and ad-hoc reports to resources partners;
- Plan, monitor and provide technical assistance components for agriculture, fishery and livestock emergency relief interventions implemented by FAO and other agencies;
- Liaise with resources partners and represent FAO in interagency coordination meetings related to disaster risk management, resilience, emergency/rehabilitation activities and report the outcome of such meetings with recommendation on actions to be taken;
- Coordinate timely dissemination of information on risk rand management, the impact of the crisis on all partners involved in relief and early rehabilitation activities;
- Act as focal point for FAO’s risk reduction management and preparedness strategy and contingency planning for emergency response in LAC;
- Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- Advanced university degree in disaster risk management, agronomy, social sciences, natural sciences or related field
- Seven years of relevant experience on disaster risk management associated with agricultural and rural development, including experience in developing countries and disaster-stricken countries
- Working knowledge (Level C) of English and Spanish

Technical/Functional Skills
- Work experience in more than one location or area of work, particularly in field positions, is desirable;
- Extent and relevance of experience at the international level in food security and agricultural livelihoods associated with risk reduction management and emergency relief situations; experience with relevant UN organizations or humanitarian NGO is preferred;
- Demonstrated ability and experience in formulating and managing programmes that analyse and respond to complex emergencies;
- Demonstrated capacity to strategically lead and manage multidisciplinary teams and programmes to achieve results in complex changing international environments;
- Writing and oral communication skills;
- Knowledge of the Latin America and the Caribbean region, including political, cultural aspects and development priorities.
