Reporting Lines
The Forestry Officer reports to the EU FAO FLEGT Programme Manager (www.fao.org/foresry/eu-fao-flegt) under the overall supervision of the Director of the Forest Economics, Policy and Products Division.
Technical Focus
Identify, manage and implement initiatives that support increased private sector participation in the FLEGT process in countries eligible to the programme.
Key Result
Support the planning, development and implementation of the FLEGT Programme objectives in accordance with Departmental/Division objectives and FAO Strategic Objectives
Specific functions
- Conduct country level assessment and stock taking of past and current private sector support initiatives under FLEGT-related programmes and assess domestic market dynamics, barriers to formal production and possible incentives for legal production within the informal forest-related sectors;
- Based on the assessment results, develop a programme wide strategic plan to support greater inclusion of the private sector in FLEGT processes;
- Support partnership and network building with and among private sector organizations (including associations representing trade, producers, processers and landowners) and other organizations interested in supporting private sector activities in forestry;
- Liaise with governments, European Union Delegations and with FAO Representations for the efficient implementation of projects and improved legality of timber and timber products on domestic and international markets;
- Develop strategies to increase opportunities for Small and Medium Enterprises, women, indigenous peoples and other vulnerable segments of society to contribute to improving legality with the forest sector;
- Organize learning opportunities for the private sector, including through the development of training modules and seminars;
- Promote as appropriate linkages between forest certification schemes and Voluntary Partnership Agreements or other country-led processes to assure legality and traceability of timber and timber products;
- Develop and organize business fora (including business to business and south-south exchange opportunities) that support dialogue and understanding of legality requirements in countries participating in the programme;
- Support stakeholder participatory processes to develop policy and regulatory frameworks that promote equitable access and inclusion of Small and Medium Enterprises in legal timber production, supply chains and trade;
- Perform other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- Advanced university degree in forestry, economics or related field
- Seven years of relevant professional experience including in developing countries and involving the private forest sector
- Working knowledge of English and limited knowledge of French or Spanish

- Work experience in more than one location or area of work, particularly in field positions is desirable

- Extent and relevance of experience in sustainable forest management, private sector certification, timber harvesting, or commercial forestry development
- Experience managing projects
- Ability to mobilize resources
